H.E. Dr. Martial De-Paul Ikounga is the African Union Commissioner in charge of Human Resources, Science and Technology (elected in January 2013). Dr. Ikounga distinguished himself in the area of scientific innovation through the invention of teaching tools as well as devices for water studies. He founded the Association of Congolese Inventors. He started a brilliant political career in Congo in 1989, and was elected a Member of Parliament in 1992. Dr. Ikounga speaks both English and French, and belongs to several associations, including the Association of Former Ministers of Congo and the Federation of African Inventors Association.
